He is claiming to be an overseer. I wouldnt be surprised if there is very little to no information about MGS5 at E3.. i still feel its too soon, but I guess i could be wrong. I just think people are jumping the gun on expecting an MGS related announcement at E3.. I think it could have been a joke, though. In MGS3:S's Secret Theater, you could see videos where Raiden was hinted to be the main character in MGS4, and even times when he tried to kill Snake just to take his position. And, in one of the first trailers for MGS4, Raiden sits on the 'main character' seat (IIRC), and then is beaten off by Snake. I think this is just an ongoing joke.
